PREFACE
Christ underlined Health and Education as He continued to teach and heal. Since inception, the church has been following His footsteps. Provision of Social Services, particularly, Health and Education, is thus a duty arising from belief, love and fraternity. It is in recognition of this mission that the Churches decided to chart out a common action and resolved to establish an ecumenical body, the Christian Social Services Commission (CSSC) whose functions in contribution to the physical, mental, and social development of the people of Tanzania would be to plan, promote, improve, co-ordinate and rehabilitate the services in collaboration with the Government of Tanzania and funding partners, in particular, sister churches (MISEREOR and EED) in Germany.
In order to execute the above functions, CSSC has to be guided towards the right direction. This financial Regulation Manual is intended to provide this guidance in the management of financial and material resources. The manual is responding to the need for proper stewardship and accountability of financial and material resources entrusted to the Commission (Luke Chapter 16 Verse 1 & 2). It is hoped that the Manual will not only save as a useful tool for professional management of the resources but will meet the needs of financial accountability requirements of funding partners.
It is expected that the regulations will be adhered to and that measures will be promptly taken to correct non-compliance.
Being the first edition, it is impossible to achieve complete coverage. Changes for improvement will therefore have to be made from time to time. This nortwithstanding management is highly advised not to make changes ad hoc.
The Commission acknowledges the material support provided by EZE through CORAT (AFRICA) that has made the work possible. The Commission also highly appreciates the active participation of CSSC staff in the producing of this document. Finally, the Commission appreciates the valuable contribution by CCT and TEC and others who were asked to read the manual and
give suggestions.

This is the second edition; most of the topics and features from the first edition have been maintained except the following:
- List of donors has been removed because it is not meant to be permanent.
- Personnel costs, medical care and travel on leave have been removed because they are well stipulated in the Staff Regulations Manual
- Executive Committee, Financial Administrator and, Procurement officer posts have been removed because they don’t exist in the commission any more.
Updating of information in this Financial Regulations Manual has been made due to the organizational reorganization. Updated information: includes:
- Limit of amounts to be approved and signed by bank signatories.
- Purchase order limit for floating a tender
New contents: The Deputy Directors of Health and Education have been included in the Financial Regulations Manual to be bank signatories to their respective project bank accounts. Creation of the Department of Finance and Administration, the Deputy Director of Finance and Administration and the Administrator posts in the Commission structure.
Still it is impossible to achieve complete coverage. Changes for improvement shall therefore have to be made from time to time. This notwithstanding, management is highly advised not to make changes ad hoc.
The Commission highly appreciates the active participation of CSSC staff in producing this document, the Finance Committee for scrutinizing the Financial Regulation’s Manual and the Executive Council for approving it.

This is CSSC Finance Regulations Manual Second Edition. Many contributions went into the document in its present form.
We are grateful to Mr. William Ogara, Management and Finance Consultant of CORAT Africa, Nairobi for his support and constructive ideas, TEC and CCT for their valuable contributions and the EZE (EED) for its financial support in getting the expert .for the compilation of the First Edition, It is from the First Edition that the CSSC Staff have been able to prepare this Second Edition which is in line with the changes that have taken place in the Commission.
We thank the Finance Committee under the chairmanship of Fr. Pius Rutechura for playing an important part in scrutinizing this manual before submitting it to the Executive Council for approval.
