CSSC Role
Ecumenical Cooperation
  • The cooperation among the Tanzania Churches and with overseas partners on matters regarding social services provided by Tanzanian Churches has gradually been intensified since the establishment of CSSC. This cooperation shall be further enhanced. In this enhancement the challenge will be to put in operation Zonal policy Forum and Lead Agent concept in order to cope with the ongoing public and social sector reform.
Advocacy/Lobbying
  • Advocating towards the Government and the Churches on relevant social issues and for maintaining or even improving a conducive environment for the provision of the churches social services. Advocacy work which is the central core function of CSSC shall be extended to district and local levels as a response to social sector and local government reforms. CSSC will try to influence legislation through a dialogue with lawmakers in a manner that is fair and compatible with democratic principles.
Capacity Building
  • CSSC shall continue supporting the Churches’ social institutions to improve the quality and efficiency of service delivery through appropriate capacity building measures, particularly training of staff, consultancy and support to implement guidelines and best practices.
Applied Research and Dissemination of Information
  • CSSC shall continue with the dissemination of information relevant for the provision of social services. Guidelines and statements of best practices shall be developed and disseminated to help improving the quality of social service delivery. The developed documents shall be based on practical research, which may be conducted by the secretariat or consultants.
Programme Work
  • CSSC shall continue with its programme work. However, the emphasis will shift gradually from direct involvement in project management towards coordination and facilitation. Project implementation shall be undertaken by CSSC semi-autonomous units or independent contractors. Projects which are potentially “salt and light” will be chosen. This implies that innovative approaches, which serve as models that can be replicated by others will be applied. This way, CSSC will achieve a higher coverage and bigger impact, in social development.
Consultancy
  • CSSC shall make its in-house competence available to the Churches and their social institutions, NGOs and other organizations. It will have to achieve the highest possible cost recovery for the provision of such consultancy services and if possible, generate a surplus, in order to contribute to financial sustainability.
Support Services
  • CSSC shall continue supporting Churches and their institutions with logistical services, such as residential permit, registration matters and dissemination of relevant Government circulars. CSSC shall recover the costs of the services provided.
