CSSC was established as an ecumenical Non profit making voluntary urgency in 1992 and it was registered with the Registrar of Societies in Tanzania in January 1993. In 1994 CSSC became a legal entity by being incorporated under the trustees’ Incorporation Ordinance. The Moshi I Consultations ended up with a unanimous resolution to establish a joint Task Force that could look into the acceptability of the proposed co-operation, the areas of co-operation and the organizational structure required for the effective implementation of the recommendations made. The task force, which had also been signed to get in contract with the Northern partners, completed all of its tasks in 1994. The completed tasks included:
- A Memorandum of Understanding (MOU) between the Government of Tanzania on one hand and CCT and TEC on the other was signed on the 21st of June, 1992.
- The inauguration of CSSC as an umbrella organization of CCT and TEC, took place on the 24th of November, 1992.
- The CSSC Constitution was drawn up. This constitution enabled CSSC to be registered under the Societies Ordinance (1954) on the 19th day of January 1993. The Registered Trustees of the CHRISTIAN SOCIAL SERVICES COMMISSION where certified as a body incorporated under the provisions of the Trustees Incorporation Ordinance (1956) on the 5th day of January 1994.
- A planning workshop took place from 2nd to 4th June, 1993 where the joint programme work was discussed. The implementation of the joint program began in the following year.
