The workshop on Human Resource Information System.
The Intrahealth/Capacity Project with the collaboration of WHO/AFRO, World Bank, ECSA and USAID in the region organized the workshop on Africa Regional on Human Resource Information System, the workshop was held at Arusha hotel in Arusha from 20th April 2009 to 24th April 2009.
The Christian Social Services Commission (CSSC) through AfyaMtandao (a network of ICT for health) was among of the invitees, whereas the objective of the workshop was to share lessons learned and the degree to which data are used for decision - making, Develop a forward-looking regional network that can create a culture of using data to address policy and management decisions, Explore opportunities to harmonize and strengthen the linkage between health information systems(HIS), health management information systems and HRIS.
During the workshop different issues were highlighted like; Human Resource Information System (HRIS) Strengthen Approach, Lessons learned from different countries and challenges i.e. Rwanda & Uganda, Basic HR management, Data collection, harmonization, Stakeholder Leadership Group (SLG) policy track and technical track, Data flow, Infrastructure strengthen in Namibia, Software step, Building report, Data use & Data-driven decision making, Country experience stories and progress, Presentation on establishing regional HRIS network for workforce observation, Group report, Workshop evaluation and way forward.
Through discussion in different groups, at the end of the workshop it was agreed to minimize manual work through paper filling, each country ensuring that it develops a monitoring and evaluation for HR development in line with the SADC indicators, Human Resource Health (HRH) policy and strategic plan development so that HRIS is articulated in the policy/strategic plan, Technical Assistance for training and implementation of HRIS, interoperability of HRIS with other systems e.g. HMIS, proposal on formation of regional professional body, development of HRIS Policy, standardization of coding system, finalize development of Data Protection Policy, revise HRIS Implementation plan, integration of data from the various stakeholders, budget to maintain the development and sustainability of HRIS.
However, through lessons learnt, the Capacity Project Tanzania/USA expressed interest to strengthen CSSC initiatives to improve HRIS and become a model to the Tanzania Mainland. The collaboration will be made between the capacity project in Tanzania, Ministry of Health and Social welfare (MOHSW) and Faith Based Organization (FBO). 58 participants from EAC, Eastern central and southern Africa (ECSA), WHO, The Ministry of Health and Social Welfare from Tanzania Mainland and Zanzibar, Ministry of PMO-RALG Tanzania Mainland, Uganda, Botswana, Lesotho, Swaziland, Rwanda, Namibia and FBOs attended the workshop.
